A joint venture between AfghanistanPay Limited and Moore Afghanistan, combining programme know-how with in-country professional standing.
A programme of this kind fails in one of two ways. Either it arrives with international method and no standing in the market, or it has local relationships and no framework that a foreign supervisor will accept. The joint venture is structured to avoid both.
Moore Afghanistan
Moore Afghanistan is a member of the Moore Global network and one of the country’s established professional services firms. It employs over 200 full-time Afghan professionals with graduate, post-graduate and professional qualifications, and draws on a further 800 short-term consultants across all 34 provinces. Since 2009 it has served more than 700 organisations, ranging from small companies and non-profits to development institutions and government clients.
Its practice covers audit and assurance, advisory, tax, licensing, payroll and procurement. Its audit work is conducted under International Standards on Auditing, applying IFRS and the IESBA Code, with ISQM-1 quality management and independent engagement quality reviews on complex assignments. It has delivered fiduciary, advisory and compliance engagements for the World Bank Group, USAID, FCDO, GIZ, SDC and UN agencies.
That record is what allows a corridor designed in Kabul to be presented credibly to a supervisor abroad.
AfghanistanPay Limited
AfghanistanPay Limited is the country program manager for Afghanistan, sitting beneath AsiaPay DLC Limited in the Digital Local Currency group. It licenses the Programme’s know-how, technology and governance framework into the market. It is non-operating: it does not contract with banks and does not enter the funds flow.
What the joint venture does
HAEMPCS is the operating entity. It holds the agreements with member banks, delivers the five capabilities, and carries the relationship with the central bank and the licensed banking sector in Afghanistan. Every company above it in the structure is non-operating.
